Each state's own law sets when mail ballots must arrive and when officials may open them. Pennsylvania bars opening a mail ballot before 7 a.m. on Election Day, and California counts ballots postmarked by Election Day that arrive up to seven days later. Brazil has no mail voting; its voters use electronic machines at the polls.
